But if they lower rates and inflation ticks up, people start borrowing like crazy to buy up assets now that they know will be valued more due to inflation

If you took a $10,000 loan at 3% and bought an appreciating (due to inflation) asset and inflation is 10%, you just made the difference

Spent 10,300 in yesterdays $ and made 11,000 in todays

The arbitrage opportunity on the USD would be the smartest, most rational move to make

So they have to keep the interest rate just high enough to prevent that, which means the interest payments eat up the budget and they need inflation to pay it…
